Dell updated the BIOS for the Dimension E521 model to version 1.1.4 from
the original of 1.0.0, and this appears to have fixed the problem.

I can shed some light on the fglrx idea... I have an Nvidia chipset in
my box, so no possibility of fglrx causing the problem for me (unless
I'm mistaken about fglrx being the ATI driver).

I have the exact same problem. Microsoft laser USB mouse will freeze
while everything else goes on fine. Unplug/Replug will fix it. I suspect
it might have something to do with fglrx, but can't back that up.
