“bfb” in a way that it cannot turn blue. I have no idea why this was

This bug is extremely easy to reproduce.:
1. Open firefox.
2. Maximize it.
3. Minimize it.
4. Click on a URL in some other program.
Firefox will automatically un-minimize but the bfb will remain blue and
firefox will refuse all keyboard input.

A way I can currently reproduce:
1. Open Banshee and set it playing something
2. Close Banshee (with the red X, it should continue to play). It will also
show as not open in the Launcher.
3. Go to Chromium (presumably other applications would work here)
4. Select some text in Chromium
5.
Expected result:
We go straight to Result d - Banshee's panel is shown along with its window.

I have seen this issue many times, but have never found any appropriate
steps to reproduce the issue. A similar situation can be created by just
starting the GIMP.
