Right now Dash by default opens with folded shortcuts (on my laptop its less than 1/4 of screen) not on whole screen. Are you talking about netbooks or other devices with small resolution? Please look at attached screenshot again - this is how Dashy default on my laptop, and by clicking on highlighted area Dash won't close - it's almost half of the screen!!! So I don't agree, this is obviously a bug.
