I am using Dapper. (I think there must be several other bugs in Edgy and
I kind of like the idea, that bugs are fixed in all supported releases,
once found.) I don't think this is the same bug.

Well, if we are to put focus on a desktop of Xubuntu that just works
(as the slogan goes for Ubuntu, see http://www.ubuntu.com/desktop), it
is well worth fixing bugs in the current LTS version, IMO, and leave
refining and adding features to newer versions. I feel stupid reporting

That said, typing Ctrl-l / is not that bad alternative way get the in
root directory. Typing ~ does not work as told in
http://thunar.xfce.org/pwiki/documentation/tips_and_tricks at least by
Finnish keyboard. Is that fixed bug as well?

this is likely a duplicate of the other bug you files regardinf /home, please
mark it as such.
It is also fixed in more recent thunars. Are you using dapper?
