Public bug reported:
This is a break-out bug from bug 618587. It was noticed that all RCP
apps, not just Eclipse, don't work with the appmenu. I'm attaching a
sample RCP app that will hopefully be slightly easier to debug than the
enormous Eclipse.
One note from my time researching Eclipse itself: Toggling visibility of
menus seems to make Eclipse fill them out.
