Public bug reported: Binary package hint: comix
If I'm right, the Launcher menu in Unity starts the picked program when it's not already running. And if it is already running, it simply pops up the window of the program. Each time the Comix icon is clicked a new instance of Comix is started. The already running ones are ignored. Maybe this is intentional. The problem is that ALT-TAB is the only way to pick up the running Comix window.
