i can confirm this as a problem of permissions. but it also can be a
result of demaged permissions of /, /etc, ...
(gdm/custom.conf is another bug with own report, but doesn't effect this
problem)

I fixed permissons,
then, errors fixed mostly.

I reinstalled ubuntu 11.04,
used for a while, a few hours,
then shutdown (cleanly)
powerup again,
same issue.
