It's not a bug but a fundamental limitation of used T1 font libs, I
guess. You can't enter Cyrillic symbols as well since it dosn't support
Unicode at all.

copied the text via a middle-click.

The only work-around I've found is to edit the grace file in a text
editor to insert the desired special characters.

In fact, sometimes I can't even paste into grace using the method described
above. For example it
converts ò into ò which appears as junk in the graph.
