Hi,
The latest Ubuntu kernel update ( 2.6.38-11-generic-pae #48-Ubuntu )
seems to have fixed the issue for me.

Similar issue with Xubuntu 11.04. The USB keyboard does not work after
reboot. Mouse works OK. To get the keyboard working have to flip the
switch on the power supply. Previous distros had no issues with the
same setup.

I have a similar issue with Ubuntu 11.04 (Natty). The computer has both
a USB mouse and keyboard. Neither are powered down when the computer is
shut down. On a fresh boot, the keyboard and mouse work work fine
though. Also, the usb wireless adapter is not powered down either
