This issue seems fixed in gwibber since release 3.1.2 (in Oneiric),
according to changelog:
gwibber (3.1.2-0ubuntu1) oneiric; urgency=low
* New upstream release
- Native retweet support
- Display notifications when re-tweeting
- Added messages and public streams, made home stream
While at it, implementing Twiitter's new RT api would be awesome.

I confirmed this on my account. It shouldn't be the business of gwibber
to to truncate anything, if the tweet is valid on Twitter's servers then
it should be displayed in full, no matter what.
