Vincent, You can use Language Support, which is the primary tool for language/locale handling in Ubuntu. But talking about default... Both Xubuntu and Lubuntu ship lightdm-gtk- greeter as the default greeter, and they have choosen to enable the language chooser by default. Standard Ubuntu users
