Personally I don't need a backport as that machine will be upgraded to Quantal.
I included the other keystrokes for completeness of testing because often
fixing one thing can break others. I'll submit a separate bug for the Fn+F9
touchpad issue.

regarding this being fixed with an update. For future reference you can

Further testing on the Fn+F9 wifi issue shows that the wifi activity LED (and
presumably the radio transceiver) remains on.
The command rfkill list shows that the Wireless LAN is only being soft
blocked and Bluetooth isn't being blocked at all.
