I'll add more comments as soon as I'm able to reproduce it - it used to
happen relatively frequently, but now I've reinstalled the system and I
don't think it happens again.

in ubuntu 11.04 this was a famous bug where gnome-settings-daemon would
crash causing this, in Oneiric this is not an issue.
