I am having the same problem, I can't start cups; service cups start
returns start: Job failed to start. I cannot reinstall or update cups
now also. I checked the symlink and it is correct. Any other ideas?

Looks like for some reason the symlink /etc/init.d/cups is missing on your
system, run the following command to recreate it:
sudo ln -s /lib/init/upstart-job /etc/init.d/cups
Does upgrading work now?
