I can confirm thus bug Failure loading - preferences.menu, both a
clean Feisty install and with a fully patched Feisty (from Herd 1 on).

It seems to be related to http://bugzilla.gnome.org/show_bug.cgi?id=397394
Except that for Herd4 gnome-control-center works and control-center just
doesn't.

With Herd 4 I have now a quite different error, I now have an error message
instead of nothing :)
I'll try with a completely clean gnome session to see if that's not the result
of an update (bad settings in gconf for instance)

Upstream should roll a tarball with the applet only now that the shell
has been moved to gnome-control-center
