I will answer it very quickly: 1. it is reproductible, I haven't been able since first install of Oneiric Ocelot alpha to change icon size or set the bar not to autohide 2. No particular steps. Just load desktop then try to move icons in the unity bar; go to CCSM and try to make icons smaller:
