Using xkill to close the dialog window seems to prevent it from returning.
I've tried to find out (using top) which process it kills, but haven't been
able to pin it down. Sorry.

Endless loop of System
I stopped the incessant pop-ups by going to /var/crash and moving the
crash reports elsewhere then rebooting the system.
Once back at the desktop I received one crash pop-up for zeitigest-demon
which was reported to launchpad as expected.
Since then I have had no further crashes or pop-ups. I
same thing... i think once 11.10 is stable , i will save , home , and
fresh install

If you want th popup to go away run:
apport-cli
then press I to ignore the popup. It has not returned since, and does
not seem to be tied to any program.

Incredibly annoying bug, so far the best workaround is to move the
system program problem detected window to an unused workspace :)
