For me it turns out that the problem was that RMagick did not like the
version of ImageMagick; i.e. in 11.10
sudo apt-get install redmine
fails with a version mismatch for ImageMagick.
I could install Redmine avoiding the ImageMagick version check by
following directions in this post:

Since no one asked me, i couldn't fix 1.1.3 just before oneiric was released.
Too bad.
I'll try to provide a patch soon.

Most problems come from rails. Patch updates often break redmine or are
incompatible with xx version of rubygems.

redmine 1.2.0 can be installed with rails 2.3.11 (and maybe 2.3.14), but
ubuntu redmine package is 1.1.3
Upgrading redmine to the latest might help.
