Public bug reported:

I noticed since someday already that the software update entry keep showing a 
wrong feedback. everytime I update my sourcelist or an app( any kind)  the 
session menu keeps telling me that I need to restart my computer to complete 
the update ...
yesterday I noticed that ignoring this feedback and install an app from 
Software center  fix this bug but that is random.

Way to reproduce it :
I don't have a proper way to reproduce it yet, for exemple :keep updating your 
source list, add a ppa,  install an app, make any upgrade ( please choose only 
action you know should not require a restart) .
