I don't agree with Martin on this issue. I think bug reporting is
important for non-English-speaking users, especially new users. I heard
many Windows users who don't speak English complain about error messages
beeing in English and not in their native language.

Apport can't carry translations for all package hooks in the world. If
hooks want to do that, they can call dgettext() themselves.
However, I don't think it's very important. If you want to file a LP
bug, you need to do that in English anyway.
