This bug is STILL happening in 13.04 Raring Ringtail.
This is not a difficult thing to solve why is this bug still around it
hasn't even been assigned yet?

Title:
This is still present in Precise 12.04. When the software sources change
the package list is not automatically updated. Morever Ubuntu Software
Center provides no method to manually update the package list.
A work around is to close Ubuntu Software Center, open update manage and
click check or
Status changed to 'Confirmed' because the bug affects multiple users.

2. Run software-center and select Edit - Software Sources
3. In software sources dialog, enable universe sources, quit dialog by
selecting Close
