Public bug reported: I have experienced this bug on two different computers. I have noticed that when a system restart is necessary the user isn't notified until the software center is launched. This morning a new kernel was installed, and I thought it strange that I wasn't prompted to restart the computer. However, the on/off button turned red the instant the software center started. I had the same issue yesterday on a different computer.
