I have been having that same issue, and can confirm that killing unity-
2d-launcher solved the problem for me without issue. I will give the
alt+f1 solution a try and eye an eye out or the cause of the stuck
focus.

This happened again just now when the update manager popped up. Pressing
alt+F1, moving up and down a bit, and then clicking a launcher icon made
it hide again. This also turned the Dash button back to normal.

It was still responsive, only it wouldn't hide anymore.

metacity" just to check), though it ideally shouldn't happen.

have you logged in as the usual Ubuntu session, or definitely using Unity2D?
I'm curious if you're running Compiz or Metacity.
If you press Escape after Alt+F1, the highlight should disappear & the launcher
side away. Does that work?

you to navigate using a keyboard. It's invoked with alt+f1 shortcut.
When that happened, were you able to change focus to another app?
