Fit page height isn't always the case; depends on the aspect ratio of
the page and the window.

Manual resize of window required after
I'd say that the name best fit is not appropriate for what it does. It
should be renamed to fit page height. The best fit option should
indeed fit the window to the page and fit the page to the size of the
screen. But I wouldn't say this is a bug.
