This has been fixed trusting the changelog (karmic onwards)
wifi-radar (2.0.s05-1) unstable; urgency=low

Alright, I've split my debdiff like it should be: I forwarded my changes
to the source code to the project at https://lists.anl.gov/pipermail
/wifi-radar/2008-August/59.html, and made the changes to the
postinst file on the debian bugtracker.

It shouldn't be empty. Remove it and run /var/lib/dpkg/info/wifi-
radar.postinst
My guess is that before you installed wifi-radar, you already had /etc
/wifi-radar.conf. postinst script should do better checks of wifi-
radar.conf.
