The physical format of the Dash (windowed or full screen) should be
stateful across sessions. For example if a user makes their Dash full
screen, the next time they open the dash after re-booting their computer
it should be displayed full screen.

Well i see that the filters are not remembered yet (for example apps
available for download still appear when i restart or logout and back
in) or when i set filters to show is not remembered either.
As far as remembering the dash size (windowed or full screen), that is
working, so i guess this

This is not an issue on my current Oneiric install. Dash does indeed
remember its state on reboot/re-login.
