Public bug reported: Starting Ubuntu Server 11.10 in Rescue mode leads to multiple options. One of them is reinstalling grub.
On a EFI system grub reinstall will seem to work and no errors are displayed. But grub is not reinstalled to the EFI partition, because /boot/efi is not mounted. Workaround: mount the EFI partition manually to /boot/efi and then reinstall grub. Extra info: If the EFI partition is not mounted a grub reinstall still appears to finish successfully, while it is not!
