This upload fixes the bug:
gnome-panel (2.18.0-0ubuntu1) feisty; urgency=low
.

Panel:
- Fix large height of the menubar, which forced the panel size to
be at least 28.
- Fix alignment of widgets in the Run button (Ubuntu: #89421)
