Public bug reported:

If network connection is established or broken the notification appears, but it 
doesn't disappear on timeout as all other
notifications. It stays forever until you click on it. Happens with both wired 
and wireless connections. Extremely annoying!
Observed in freshly installed Xubuntu 11.10.
