Can confirm this behaviour in Feisty. Only occurs on one of the Uni
subnets I use, and only with Feisty (not Dapper or Edgy). Was fixed as
per Bug #59331, or by installing Firestarter, presumably because
Firestarter uses the iptables rule:
sudo iptables -t mangle -A FORWARD -p tcp --tcp-flags
