You have been subscribed to a public bug:

The Inkscape palette file that is available on design.c.com is
defective. It must have been broken while saving or something.

As my answer says I have re-saved it in a proper format, added a readme
file explaining the installation process and compressed it into a tar.gz
which can be downloaded from the attachments.

The current archive should be replaced with my fixed version. It's

/ubuntu-logo-and-circle-of-friends/
