I just wanted to say thanks, I was experiencing the same problem and
didn't realize until reading this bug report that I had not installed
vim-full. Are the dependencies in the package set correctly? I don't
know whether I installed vim from .deb or source, so I can't say whether
the mistake was

This is way off topic but for all those reading. Everything is hype.
BSD is fine but after spending 36 hours up trying to install a BSD
system for my father I decided that debian/ubuntu is my system. It
might not be perfect but neither am I.

To the matter of out of user space you should create a local version
of ftplugin i.e.
~/.vim/ftplugin/tex.vim etc.
