Public bug reported:

When the file manager handles the desktop, clicking on the workspace
switcher would colour workspaces that have an active window in it. And
an orange border would be around the workspace that is currently
selected.

These workspace decorations aren't available if the file manager has
been disabled from handling the desktop.
