The problem still exists in Ubuntu 14.04 and virt-manager 0.9.5-1ubuntu.
Listing the files installed with virt-manager clearly shows that the file
indicated above (/usr/share/virt-manager/pixmaps/virt-manager-icon.svg) doesn't
get installed:
/.
/usr
/usr/share
/usr/share/dbus-1
There isn't supposed to be an icon called virt-manager-icon, the one listed in
the desktop file is virt-manager

I am seeing a similar situation still with 0.9.1-1ubuntu5. In addition,
starting virt-manager from the launcher fails (admin password is asked
for, but nothing further), staring from a terminal succeeds with gksudo
or sudo, but not with gksu.

on my system /usr/share/pixmaps/virt-manager-icon.svg is a broken
symlink.
$ ls -ld /usr/share/pixmaps/virt-manager-icon.svg

/usr/share/pixmaps/virt-manager-icon.svg -
this error message appears in .xsession-errors in my home directory.
