As a result I'm now preparing SRUs for both lucid and precise so that all

No, I am using some other manually installed workaround, and I am
using bare dnsmasq and dhcp client, not network manager nor libvirt.
Did not get to figuring out what the workaround was yet.

I just hit that bug and I might be wrong but I think the bug is critial since
it prevent any precise cloud image to have
an IP address at boot time on OpenStack for example since like you said
--libvirt_use_virtio_for_bridges is enabled
by default in precise.
