on texlive-latex-base, to prevent a user from ever seeing this error.

That's also true on a Ubuntu system:
$ apt-cache show texlive-latex-recommended | grep Depends
Depends: texlive-common (= 2007), texlive-latex-base (= 2007-11)
(that's on intrepid but also for feisty, gusty and hardy packages.ubuntu.com
lists a dependency on texlive-latex-base)

Ah, it appears that mathpazo.sty is in texlive-latex-base.
Does it really make sense to split up the style files and font files
into different packages? Aren't the style files and font files entirely
useless without each other?
