The KDE bug is that is doesn't read SVG icons if it's not using an SVG
icon set. Crystal isn't SVG but KDE fails to read SVG icons even in
hicolour where the index.theme file does include scalable directories.
Equally dvdrip should follow the icon spec and put the icon in
/usr/share/icons/hicolor

I can confirm that dvdrip (dvd::rip) doesn't have an icon in kubuntu's
kde menu. I'm seeing the same with beep-media-player, which also ships
with (and in it's desktop file points to) an svg icon. See bug #116809
for additional details.
So apparently kde just lacks the ability to render svg icons
Yes, dvdrip.svg does exist for me. Looking in /usr/share/pixmaps/ I
see:
/usr/share/pixmaps/dvdrip.svg/usr/share/pixmaps/ubuntu.svg
/usr/share/pixmaps/gaim.svg /usr/share/pixmaps/vim.svg
/usr/share/pixmaps/gnome-logo-white.svg /usr/share/pixmaps/xscreensaver.svg

says that it is a valid .desktop file..
does /usr/share/pixmaps/dvdrip.svg exist for you?
It is possible that KDE's menu can not render svg icons, Gnome's one does.
