I'm the maintainer of cpulimit in Debian.
Some questions/suggestions regarding your bugreport:
1) In the attachment to your report I see:
ExecutablePath: /usr/sbin/cpulimit
Package: cpulimit 1.1-6
Could you try to upgrade to 1.1-10 (in feisty) to check if the error
still exists?

You were right -- not only did I need to run it as root, but
boinc_client wasn't even what I needed to limit (it was
setiathome-5.12.i686-pc-linux-gnu).
I'll definitely try 1.1-10 whenever I can upgrade to the full version of
7.04, though! Thanks for helping to make
