I agree that bug 207604 is a major issue, given how often time zones
change (there are often splits, moves, etc.). Can the server team commit
to getting this fixed for this release?
I'm ok with promoting this for b1 to unbreak the images, but would like
to demote it again afterwards.

Mostly fine. Packaging is simple, uses dh_python2, and thankfully is
patched to use the system zoneinfo.
A big problem I see is old bug 207604. Without that fixed, there will
be a higher burden to keep timezone info in sync across packages in
main. Can you comment on the feasibility of fixing t
