Martin, sorry for answering so late. I've overseen your question in my
launchpad subscriptions.
My package index is always up to date, they were really uninstallable simply
because the old versions of the
Torsten, is your issue really similar? I. e. do you have uninstallable
packages? Daniel's error is not really apport-retrace's fault, but an
out-of-date package index.
Please note that it is not recommended at all to use apport-retrace on a
production system without the -u switch.

I've experienced the same issue. I've attached the log of the session.
This might be related to the dbgsym repository itself.
Before the apport-retrace call I have:
The following packages have been kept back:
libstdc++6-dbgsym (4.1.2-0ubuntu4 = 4.1.2-3ubuntu1)
Afterwards I have:
$ LANG=C
Can you please give me a copypaste/log of the entire session? Please
run apport-retrace with -v for that. Thank you!
