MM itself being respawned at reboot is unfortunate, but I really don't think it's blocking the system from rebooting. Fortunately, I happen to have a snowball board that I can test this with :) Has it been verified that MM probing the device serial lines is really what is affecting the reboot?

I haven't gotten to test this yet (need to flash an SD card with the right image first), but the issue is clear-cut enough that I can easily take this and mark the modemmanager task as Triaged and assign it to myself to check the IDs on my own board and add them to a blacklist rule for udev. To be
