Public bug reported:

I attached a photo with the issue, using the gnome-shell debug tool. See the 
attached photo to understand the next explanation.
As you can see, when somebody talks to you, the pop up is showed, but the 
entirely bar is functional, and it is not the expected.
The mouse is positioned in the "supposed" bar which expected behaviour is not 
to be functional, and as you can see, the icons of the bar remain functional.

Also, thank you Sara for helping me to reproduce this bug =)
