Belay that. I finally found that horizontal scrolling across tabs was
removed from GTK3. May surprise users.

I think this is related: With the mousewheel, vertical scrolling works
here, but horizontal scrolling does not. Except in Gnome Terminal and
Synaptic.

I can return it to proper functioning by removing and replacing the psmouse
kernel driver.
When I do so, these messages appear in the dmesg log:
