Despite my previously saying that using the IP address resolves this, it
does not. Mail works, mostly, contacts work if I keep clicking on Global
Address book and calendar is sporadic (e.g., I don't always see my
appointments).

I am seeing the exact same thing here, only difference is my Exchange
server is 2010. I did get around the bug by using my server's IP address
rather than fqdn in account settings. For some reason, it allows the GAL
to populate when using the IP address.
