The attachment "Verbesserung des Downloadfehlers" seems to be a debdiff.
The ubuntu-sponsors team has been subscribed to the bug report so that

Verbesserung erhalten, bloß wie lädt man eigentlich solche Verbesserung auf den
Server?

thanks for your messages (especially, thanks for the link to the Debian bug
report).
We're talking about two different bugs here - the original reporter said
he could not connect to the add-ons repository when he was using a proxy
server; at that time, the old
Setting the bug status back to New as only the original reporter could
reproduce the problem so far.
