It was easily reproduced simply by using the network configuration tool
on this particular hardware. The symptoms occurred even after reboots.

You could be right - my systems started with 5.10 and they both had this

Hi.
I have the same problem described above using feisty 7.04 (2.6.20-16-generic).
USB randomly stops working and reattaching the devices does not work.
I tried:
acpi=force irqpoll (works, but generates extremly high system load and slows
it down considerably, 2 processes called dd and klogd
