Maybe Ubuntu should consider using a slightly higher commit interval
while on battery on default (1 minute?) while laptop-mode can't be
enabled for everyone.

I don't understand this perfectly.
A) Why is Transmission's version 0.7* in Ubuntu (same thing with Kipinä)? Is
this due to Debian?
B) Are we talking about updates at universe or backport level?
