Seems to me that the appropriate time to start dhcpd is when all of the
devices it is configured on are up.
The issue here is that /etc/rc2.d/S* are run after this condition is
met:
start on filesystem and net-device-up IFACE=lo
Because ifup -a is run in parallel with mountall essentially
Adding upstart task since rc-sysinit.conf is owned by the upstart
package, and IMO, its running too soon.

NVM, I tested in 10.10 and they work. /etc/default/openipmi is created
and /etc/init.d/openipmi correctly points to /etc/default/openipmi and
/var/lock/ipmi.

I have confirmed that I am able to extract this archive without error
using version 3.93 of the official proprietary freeware unrar utility
for GNU/Linux systems. (This also confirms that the password I was using
was correct.)

This isn't fixed for me. Even with 0.8.5-0ubuntu1 installed, I still get
the two entries in the menu. Is there any additional action to be taken
after the update, such as clear some cache, etc?
