I am a litte bit surprised: Bacula is NOT an universe package and a LTS
to LTS upgrade is broken (8.04 to 10.04). But noone takes care of this
issue - even after 2 years...

In fact I don't have exactly the same bug I think.
I open my session, Compiz loads, Unity-2d-panel loads, and then everything
freezes on the display except the mouse.
Unity-2D-launcher doesn't load at all.
Then I kill X (Ctrl+Alt+Sys+K) and I reopen the session. Then, everything works
normally,
I should have said: this bug is in apt 0.8.16~exp12ubuntu9 in precise.
This behaviour did not occur in oneiric or any other previous version I
have used.

further in jtransform_adjust_parameters (which is in the old jpeg
copied code, not in the libjpeg-turbo library)
it makes a call to transpose_critical_parameters
Before that function, it's fine, after the noted fields jpeg_width &
jpeg_height in dstinfo have garbage in it.
quite close now.
