I can actually reproduce this in quantal. However (at least in my case)
kvm is not actually hanging. The default boot prompt is sending output
to 'console=ttyS0', and cloud-init waits a long time for an ec2 server
to be available.

Accepted bacula into oneiric-proposed. The package will build now and be
available at http://launchpad.net/ubuntu/+source/bacula/5.0.3-1ubuntu5.1
in a few hours, and then in the -proposed repository.
Please help us by testing this new package. See

The current keystone package (2012.1+stable~20120824-a16a0ab9-0) drops a
logrotate.d file without the compress option.
# cat /etc/logrotate.d/keystone

Ah, sorry, that's another bug, but I suspect a duplicate of this.
I'll wait until I manage (or fail) to reproduce to ask for more - sorry.

lightdm crashed
This bug isn't present when working from master, so I've added the
ubuntu downstream packaging to the ticket. If there's some change that

I've also now tried your mountall in an lxc chroot, and it did not resolve my
issue there either.
I've set up a lxc container as described above, commented out the 'start
networking' and then:
$ sudo ln -sf console /path/to/rootfs/dev/kmsg
$ sudo lxc-start --name=$REL-amd64 --console

I'm seeing this any time vmbuilder fails. If it fails more than a few
times, I run out of loopback devices and can't build anything more.
Here are the loopback devices it leaves for a VM with two hard disks:
I'm able to clean up the loopback devices manually, but it's quite a pain:
